Offshore betting sits in a legal grey area
The sportsbooks reviewed on this site are licensed offshore and are not regulated by any US state gambling authority. Using one from a US address falls into a legal grey area in most states: it is rarely explicitly enforced against individual bettors, but it is not the same as using a state-licensed, regulated sportsbook.
